The female could be around, you just haven't seen her. You could put a piece of grass across the entry hole to see if she has been going into the box or not but I would wait another week to remove the eggs and nest. 14 days seems like the ideal hatching time but it could be longer.

Could the male that is coming around be another male looking for a new nesting place. I did the straw trick and it was not moved. Just seems odd that no more eggs after 2 weeks, and no female seen. But I am just learning about them.

That happened to me for the last nesting of the season last year. My female built her second nest, layed two eggs and was never seen again. I left the eggs for 2 weeks but no change. The male would come several times a day checking on the nest and I could hear him singing all day. I finally removed nest and eggs and the male quit checking the box. I could hear him off in the distance singing and singing for a new mate but it was way too late in the nesting season. After several weeks I dind't hear him any more.

Make sure there is no wasp nest inside the nestbox. That is the only thing that will make them abandon their nest.
Coat the inside top of the nestbox with a bar of soap, or a thin coat of vaseline, with the excess wiped off/in. If this is done before nesting time, you'll be all set. But anytime is okay too.
