Quick Advice Please!

There are some nesting boxes in a metropark where I live (northwest Ohio). I have always seen bluebirds claiming the boxes in early spring -- and I see them around in the park in early spring as well. Then, they seem to disappear. It is as if they get kicked out of the territory?!? I just saw a male bluebird roosting atop one of the boxes, and I wanted to contact the park about who is monitoring the box. The boxes do not appear to have any sort of "spooker" or fishing lines to deter sparrows. What sort of advice would you suggest for monitoring these nestboxes??
