I'm wondering if you have over-done it with the fertilizers. The best cure of this is a good flush with clear water to dissipate the ferts. More is not better with ferts. Here's a link that may help. FWIW, my garlic is strong and hardy right now, I rarely water the beds this time of year. I have some tomato plants that are over-wintering well. I just throw in a handful of homemade compost from time to time, top with some soil or potting mix, depending if the plant is in the raised bed or in a container, then water it all in. OK, here's what I've done. I had drilled about 40 quarter inch holes in the tubs around the bottom perimeter. Maybe that's not cutting it so I've now drilled 12 more half inch holes in each tub for better drainage. I've also put them up off the ground. From Plants I potted a new tomato, an Atkinson with a sweet basil in the same pot. I found a potting mix that looks really good. From Plants Here's the bag: From Plants I mixed 2 bags of that with a small bag of Perlite and about 1/5th coarse sand: From Plants Here it is, we'll see what happens. From Plants Hopefully my damaged tomatoes will come back. I only have six and three are not looking good. On the bright side, my pole and bush beans are looking good. They are in the ground though. The plants in self-watering containers and in 5-gallon grow bags are both exhibiting the leaf roll. However, I do have 2 5-gallon grow bags that have plants in partial shade which do not exhibit leaf roll and are just as big, if not bigger, than those in the self-watering containers. I'm thinking the leaf roll may be root stress related. Either the 5-gallon containers/bags have become too small, the container gets too hot thus stressing the roots, or the potting soil has finally compacted and isn't delivering enough oxygen to the roots. I have tomato plants in raised beds as well and I haven't noticed any leaf roll with them. I have noticed a few had yellowing leaves w/brown spots (3rd picture), however.

Your plants are nutrient deficient. Spray generously w/ fish emulsion (for a quick fix) and then side dress with a good fertilizer like TomatoTone. Good luck!
