cut down the brambles now what?

I am clearing a large area filled with brambles and vines in a ravine along my 1000' driveway. I have laboriously cut them to the ground. I hauled away large pieces, but I have left the cut up pieces on the ground. Can I bury all of this with enough item 4 gravel and top soil and plant without worrying that it will come back with a vengeance? The area is very rocky and would be very difficult to till.
Or do I have to rake all of the cuttings up and dig up the stumps? I will if I absolutely have to, but would love to know a simpler way.. Thanks!
