Garbage bag w/ hole for plant on tomato container: good or bad?

I have been searching the forum and can't find a definitive answer on whether to use black plastic as a moisture retainer over tomatoes in containers. Someone recommended it to me in a recent thread and I know I've seen other pics of people that do it here. But a search just now said it might overheat the soil. I just cut up a garbage bag and taped it over two of my containers, with a hole around the plant so I can do fertilizer, water, etc.

Opinions? Is regular mulch better at retaining moisture in the container? And if you are pro-black plastic, can I assume I'll want to perforate it so water can percolate in at all areas of the container?
