where plants go to die

I have a spot in my front flowerbed in which it seems nothing will grow. Last year was my first in this house and I thought I just kept picking flowers that wouldn't take the San Antonio heat, but now I wonder.

Whatever plants I put in this area (which is roughly two and a half feet square, and which gets mostly sun and dappled shade) will wither as if they need water, even if I water twice a day. Then the leaves begin to yellow from the extra water. At some points last year I seemed to be fighting both "drought" and rot.

The plants I've tried include vinca, zinnias, cosmos, Mexican heather and I don't know what else. This is a spot I like to fill with annuals, so the "diseased" plants have gotten moved out fairly quickly.

Does anyone have any ideas as to what this problem might be? I'm getting desperate. The vinca I put in last week are already wilting away.
