chinese blue wisteria - blooming issues

I have 1 - 2 year old chinese blue wisteria in a 12 inch pot. I have checked and its is not root bound yet but I want to re-pot into a 16 inch deep that hold about 5 gallons of potting mix dry.

Backstory: last year the web worms and other leaf eating bugs eat all the leaves and the plant went dormant earlier than normal.

I now have a lot of new growth but no blooms this year. I know it probally won't bloom this year. I would like it to bloom next year. It is potted and on a Trellis attached to my screened in porch. The plant gets southwest sun from noon until dark. If I re-pot it this spring will it bloom next year? There is nothing I can do, it will out grow the pot this year if I do not re-pot.

Also will this plant tear up my porch?
