Morning Glory attacked! question about rescue

OK - so my MG seedlings have been doing well since getting moved outside last last week. I even see some flower buds!

BUT today I went out to check on the soil - and I noticed that a nice strong leaf was lying in the dirt.

When I got closer, I discovered that something had torn off the base of the vine!

Actually not quite the base, about 3 inches up from the soil line - above the first leaf nodes (where the first leaves were - those fell off long ago). There have been some birds around and I'm wondering if they are looking for materials for a nest or something? it's weird, it's just ripped in two.

I'm really bummed because it was my strongest grower and also had a few flower buds peeking out. The remaining top 3 feet of the vine are still wrapped around their bamboo pole.

My question is, do you think the "stump" left behind will start to grow again? OR - is there any chance of rooting the top portion?

Need help quickly before it all dries out!
