This sounds like a case of transplant shock which in part may have been caused by putting in an oversized tree. I doubt all the roots originally grown came with the tree and it may take one or more years for the tree to adjust and compensate. At least, if the growth isn't scorched looking and is only dwarfed, it sounds like the care you are giving is adequate. I think you just need to wait this out. You know, red oaks are very fast growing. You probably could have opted for a smaller tree and gotten the results you wanted for screening rather quickly.

I'm bumping this up hoping Ann will see it. In your center photo the easiest to see. One cane has at least four lateral breaks in the same spot. One of the laterals has already developed at lateral which has a bud and it's only a couple inches long. It's also longer than the lateral it came from. There is a lot showing that appears to have symptoms of rrd/rrv.

I have always thought they looked really cool. I grew it in Illinois and it bloomed.Doubt it would be invasive in my area. I dug it out,but I don't remember why.Many years ago.After hearing about it's salt redistributing tendencies I'm glad I did.
