Do you put your tomatoes out under row covers?

I live in the pacific northwest and it won't reach 55 degrees consistently at night until mid-June. I've heard that you can get your tomato and pepper plants planted outside now using row covers. I am new to vegetable gardening and am using the raised bed square foot gardening method. I built 30" H, fully contained cages with chicken wire for the 4x4 beds (to keep the birds, rabbits and deer out)and I thought that for the tomato and pepper bed I could drape the plant cover over the cage completely covering the cage to raise the temperature so I could get those plants out a little earlier.

Has anyone done this? And, what kind of results did you have. Right now, temps are in the mid-40's during the night and 60's during the day.
