How to care for sunburned/frost damaged plants

Well looks like several of my 3-foot tall transplants now consist of a small green growing tip and several sunburned/frost damaged branches/leaves that will fall off in the next day, leaving a 3-foot stem and a green growing tip.

Suggestions on how to care for these ones/encourage new growth/fast growth of remaining leaves? Finally getting some clouds today and rain over next 2 days. My plan was to give them some fertilizer tonight and let the rain and fertilizer take its course.

Other strange plant damage includes numerous branches that look like someone tied a string around the middle of the branch, pulled it tight, then removed the string, leaving half of the branch hanging from a thread. I have never seen this before, does anyone know what might cause this?
