When do you Cut Back your Shrubs/Bushes

I have noticed that tons of folks in Utah County cut back their shrubs/bushes in the fall. It makes the yard look so nice for the colder months. But many of theshrubs/ bushes that they cut are to be cut in the spring according to what I have read. Still their bushes look wonderful come springtime and summer months. Can you help me understand this. I would dearly love to cut things in the fall also but hesitate when I read on line that most pruning and stooling should be done in the spring. Thanks
