Chinese and American wisteria

I recently purchased two fabulous American wisteria in full bloom (from Ontario Orchards), as well as a much smaller, though very healthy Chinese wisteria. I know they have different blooming periods and growth habits. The Chinese has no sign of blossoms. I have read that Chinese wisteria may be very slow to mature and bloom. The plant came in a container smaller than a gallon and it was bought at Wal-Mart. Would they have sold a plant that is years away from blooming? Another question: If a vine is vegetatively propogated from a mature plant, will the new plant already be mature, albeit small?
