tomatoes getting leggy

Started them Mar.6 and they are now 8in. high and in 4in. pots. I have them about 3-4 in. under fluorescent bulbs and have just started fertilizing a couple of days ago with a very week solution of 15-30-15. I also have a fan running a few hours a day hoping to keep the stems strong. I will not transplant outside until about mid May.

I heard the nurseries use a product to keep their plants stocky. Is it available to the home gardener and how is it used? Does it have any detrimental effects?
