When to transplant my tomatoes

Hi,

This is my first year growing tomatoes, and i decided to do it from seed. Well, the result is i now have a bunch of 6 inch tall tomato plants. Al are doing well inder lights in my basement - lots of leaves and very healthy looking.

But I am wooried that I started them too soon and they will become rootbound and stunted.

I have seen conflicting info on when to translpant. some things say after threat of frost, others say afterthe soil has had a chance to warm.

When can I transplant my tomatoes. Currently here in southeastern PA daytime temps are arounf 50 with lows in the mid to low 30s. average last frost is around mid april.

Any advice is appreciated.
