too much light / heat on seedlings?

I have Brandywine and Tommy Toe heirloom tomatoes. I've kept my seedlings under two 26 watt compact fluorescents that give off approximately 1800 lumens each. They are daylight bulbs. I was originally keeping the plants about 4 inches under the lights, but I started noticing that the seedlings directly under the bulb where it was warmest, while developing pinkish stems and veins in the new true leaves, were starting to yellow and their leaves were curling downward. The plants further away from the light were more green but have larger, developing true leaves.

Is there too much light, too much heat, or both affecting the seedlings? Do I need to fertilize them? I thought maybe
