how to prevent theft of garden bounty

Hello All

We live in San Diego and are looking to replace our water thirsty front lawn with square foot garden boxes. My husband thinks we need to put in a fence to prevent theft. Our front yard is completely exposed as it is. We have not had any incidents but we live near a busy street and do get foot traffic in front of the house. Is a hardscape fence of some sort necessary? Will a fence of an appropriate plant work to deter people? Thoughts appreciated.
