Is something wrong with my soil mix?

My bush beans are a yellowish green color and stunted in spots. My eggplant is a yellowish color with no detectable growth in the three or four weeks they have been planted. Sugar Baby watermelons is the same story. Cucumbers are stunted but are blooming. Tomatoes are setting a few tomatoes, but are not flourishing. The overall garden looks sickly. I water with Miracle Gro about once every 10 days, but I've applied a slow release fertilizer in the last week.

The soil mix is approximately 1/3-peat, 1/3-cheap potting soil (probably the equivilent of top soil)and 1/3 composted cow manure. Along with that there were about three bags of sand and a couple of 40lb. bags of commercial organic compost in a 4X8, 10" deep bed.

Is it too much cow manure? I thought composted manure was safe. Please, any ideas or suggestions?
