Why don't these OGR's set hip??

These mature once-bloomers (and Austin) have never set open pollinated hip in the last 4 years they've been planted. They are large, healthy, and productive rose bushes with blooms to die for, but never, EVER have I seen a hip form on either one! Why is this?

Are they not fertile?

Do they at least yield fertile pollen?

Will they make good seed parents if pollinated by hand?

I'm very new at this.
