Do rooted cuttings need dormancy?

I am rooting rose cuttings to include in Christmas gifts this year. Will they need some sort of dormany before giving them, or can I just keep them inside under grow lights when it starts getting cooler? If they need dormancy, can I force it somehow? I would like them to have leaves when I give them, and they likely would not be put outside until spring. Is this possible? Any suggestions would be appreciated.
