Ghost Pepper

I am a first time gardener and thought I would try my hand at growing the Ghost Pepper. I heard that this pepper is really hard to grow. I purchased some seeds from here: http://www.amazon.com/Ghost-chili-pepper-hottest-world/dp/B002OMV09W/ref=sr_1_5?s=lawn-garden&ie=UTF8&qid=1350588404&sr=1-5&keywords=ghost+pepper+seeds

I started in mid July. It has been approx 3 months and the picture attached is how it looks right now. I am using mixture of top soil, compost manure, perlite and sand. My questions are: is this and ideal soil for this plant? When is it time to transplant? I currently have this plant in a 1 gal pot.
