Will Plumerias Possibly Survive in Zone9b (Sunset 14-15)?

While reading about plumerias, I have found that some sources say they are hardy to zone 9b with some protection while others say they are only hardy to zone 11. Can I grow plumerias in a protected spot in the ground in my SF Bay Area garden if I cover them in the winter and keep them dry? Do any other zone 9 gardeners grow plumerias in the ground? I get a good amount of heat during the summer, yet the winter is mild enough for bird of paradise and bougainvillea, which can be found planted in my neighborhood, along with cannas and palms.
