Planting Flower Garden Under Pine & Oak Trees

My wife and I would like to start a flower garden in a 100' x 100' section of the front yard that is mostly barren due to a heavy layer of pine needles and leaves from all the trees in the area. The trees seem to shed needles and leaves year round which makes it a constant battle to maintain. Tree removal would be ideal of course, but not within our budget.

One question we have is can too many needles and leaves prevent flowers from growing?

If so, are there any particular flowers that may grow well in this kind of environment?

Also, are there any tips on how to keep up with removing all the pine needles and leaves all year long from such a large area?
