When cuttings get roots, do you plant them in the ground?

I'm wanting to take cuttings of my salvia azurea. I understand you take the cutting, put in potting soil with soda pop bottle over it and put out of direct light until roots form. Do you then plant in ground in early fall so it can build a good root system before winter hits or do I have to overwinter them inside? Probably a stupid question, but my first time doing this.
