Newbie Growing Peppers for First Time

This is my first year growing peppers. I have Park's Whopper Bell, Jalapeno and Tam Mild Jalapeno. I planted them the week before Memorial Day and they were hit by hail later in the week. It was during the day and they did not get covered. They have been struggling ever since. As of today they are about 10" high and have very few leaves. They are, however, trying to produce peppers. The Park's Whopper peppers are yellowish on one side. What fertilizer should I use? Should I clip the peppers off until the plants become more healthy so they are not putting all of their energy in early peppers? Will they produce throughout the summer? I would appreciate any advice you can offer. Thanks.
