Plumeria blooms don't open

I live in Southern CA and have a 5 year old Plumeria planted in the ground. I brought it home from the nursery with beautiful open blooms. It spent the next 3 years in a pot where it didn't bloom the first two years (needed a little fertilizer - oops!). This is it's second summer in the ground and both years I get lots of blooms, but the flowers don't open. Any suggestions????
