Buy more seedlngs or wait till next year?

Hi!

I have 3 pepper plants: red chile, serrano and jalepeno, that are 12-16" tall in 1-gallon containers.

They don't seem to be growing anymore and I am afraid they are getting rootbound, so I have decided to plant them in the ground so they can develop more. They were bought as seedlings about 30 days ago.

If I'm going to put them in the ground, I could also buy more seedlings to plant as well. But, since it is late June, is it too late for new plants to bear fruit by the end of September?
