What can I add to cactus mix to help it dry out faster?

I repotted in May with Miracle Gro cactus mix as recommended to me on this forum. However, with all the rain that the northeast is getting almost on a daily basis I have found that 1) the medium is not getting a chance to dry out which makes me worried that the plant could end up with root rot and 2) the constant damp medium has an infestation of fungus gnats.

I think I need to add something extra to the cactus mix to make it drain faster and dry out easier. Should I just buy some perlite and add it to the top of the pot and kind of mix it around? (Don't want to uproot the plumeria again) Or should I get something else? Any other ideas? TIA!
