Dealing with Scales

I *think* I have a scale insect infestation. The leaves and branches of some of my hibiscus plants look like this:

The last two pictures show the undersides viewed through a magnifying glass (sorry, it's the most powerful I had). Please ignore hairy legs.

The only organic control I have access to is Yates insecticidal soap. Would that be sufficient, or ineffective when dealing with scale insects (assuming that's what they are)? Any simple home-made remedies I could try instead? Would manual removal (e.g. scrubbing the branches with a soft brush) be helpful?

I would have intervened earlier, but mistook the scabs for woody growth. What about the chlorotic spots also present in the pictures....are they a related problem?
