how to remove stump of V. wilt victim jap. maple

Hi folks--

We had a sad event here today--our gorgeous, huge jap. maple that is probably 35 years old had to be taken down today, as it was dying a slow death from v.wilt (diagnosed officially by ag. extension) and the large trunks were looking rather dangerous wrt suddenly falling on someone.

We didn't get the stump ground, of course, but I'm wondering now how to get rid of it so we can plant a clerodendrum in its place (or near it). The stump is so sad looking with its diseased brown center--not anything picturesque that we'd want to keep. But how to get it out the least disease-communicating way? It's about 19" long at its widest point, maybe 10" wide, and sticking up about a foot from the ground. Thanks for any advice.
