Growing really, really slow. Do I need help?

Do peppers grow really, really slow or are mine lacking something? I started five varieties of peppers (Thai Chile, Hababero, Jalapeno, Serrano, and Tabasco) seven weeks ago. I kept them in a warm spot and in 3-5 they had all germinated and sprouted. They've been under ample lights for at least twelve hours a day and have developed their first set of leaves with some them getting their second. However, they seem small to me at only about 1.5 inches tall, the Habs are even shorter. As according to planting guidelines in my area I was planning on transplanting to my garden in two weeks but at this rate I don't know when I'll be able to get around to it.

Do peppers need continuous heat to grow quickly? Do they need to be fertilized? They seem too delicate for fertilizer to be safe. Am i just too impatient? Thanks for any wisdom you can throw my way.
