Why won't my foxtail fronds open?

It was put in about 9 months ago, at which point it had 5 fronds. Shortly after, a new spear emerged and continues to grow and is now very long. Meanwhile, a second spear appeared and is almost as long as the first one. Neither has opened and it's been several months.

Has about 6-7 feet of trunk. A couple months ago I pruned off the oldest, dying brown one which I now regret, perhaps it wasn't quite time for it to go. It currently has 4 healthy fronds. The palm is in well drained soil and I've fertilized plenty with the proper palm food. I even tried milorganite and also bloodmeal to see if the extra nitrogen would make it a deeper green and speed the growing. I've treated in case of fungus and insects, nothing changes with this dang palm.

The 4 healthy fronds are going through their normal life cycle and are drooping, getting a bit lower, which makes the spears look even longer and just silly, since they should be open and filling in the top of the canopy.

What else to do?
