When should it be flowering?! Zone 8a

History first: Purchased a plumeria cutting while I was on my honeymoon in Hawaii November 2005. I didn't try and make it flower in 2006, it's first year, since I heard it would be better to let it establish. It did great foliage-wise in 2006 and went dormat during the winter.

This spring it's doing excellant! Its leafing out like crazy. I'm feeding it Super Bloom 12-55-something weekly. According to an internet site, if I started feeding it the first of March, it should be flowering by the second week in May. Mine has yet to show any flowers, and isn't showing any buds either.

Do you have any suggestions or advice? When should I be watching for flowers? I'll continue to feed it lots of P hoping I'll see something this spring.
