Queen Palm help- what am I doing wrong?

I posted here a few months ago w/pictures wondering what's wrong with my queen palms. I was advised not to worry, that it was just residual slow growth from the frost last winter.

Well, it's been months and here's the latest pictures taken a few days ago. You can clearly see there is hardly any change. The one on the far end has been that tiny since Feb.

My husband fertilized a couple months ago when I posted the pictures here.

Please note the neighbor's palms on the other side of my fence. His are only about 4-6 months older than mine and look a million times better.

What am I doing wrong? I'm not sure and don't want to lose my palms. I know the So Cal weather right now is super hot and dry, but what can I do to help them? - Thank you! Terra
