Help! What is causing this damage?

I planted two knockout roses a couple years ago and they've done great. This year the blooms are more plentiful then ever but something is decimating the leaves and I'm worried that the plant is going to die. I noticed this prior to going on vacation but it wasn't this bad but when I returned I knew I needed to do something. I've looked on the plants and haven't found anything and the nearby Coral Bell hasn't been touched. I do have a nearby hydrangea (15 ft or so) and it has a few holes in its leaves but nothing like the knockout roses. I thought it might be a rose slug but I didn't see anything on the plant. Thoughts?
