Penzeys Seed Germination Assistance Requested

Not sure why things aren't going well. Here is the situation. I am trying to grow cascabel, sanaam, and dundicut. The seeds are from dried peppers from Penzeys spices.

I am using the same germination technique as I have used with my other peppers, tomatoes, eggplant, tomatillo. Using Miracle Grow potting mix, in cells in a try with a lid, bottom heat, kept moist enough for humidity to show on lid.

I know some peppers can take a long time to germinate but between last year and this year I have only got a two seeds to germinate from perhaps two dozen or more seeds of each type. The current ones have been in for three weeks. Everything else, about 96 seeds, had nearly 100% germination in around 10 days.

So what is that I am doing wrong? Has anyone ever tried and succeeded to grow these varieties specifically from seeds from Penzey's. Do these cultivars actually take a long time to germinate? I have this bad feeling that the peppers were dried in an oven rather than naturally.

I am out of ideas and hope someone with experience with these can help.

Thanks much
