Is planting early a wasted effort?

Last year I thought I would get ahead of schedule by planting my hotPepper plants early.......2 to 3 weeks earlier than the year previous. The idea was to give the plants a longer growing period and hopefully have more yield. What happened was that the plants just sat there in the soil and didn't grow for about 2 to 3 weeks until the soil warmed up. Has this happened to anyone else, and is soil temperature one of the main factors in hotPepper plant growth?
