It's Spring!!... Now what do I do? lol

Hello all. :) I have had my plumies for exactly one year now. I know I need to fertilize them in order for them to produce flowers, but what's the best flower producing fertilizer you know of that I can get at a local hardware store (Menards, Home Depot, Lowes, ect.) I also know there's a few flower and plant greenhouse / stores around, but none of them sell plumerias so I'm not sure if they'd have what I need. Also, in addition to fertilizer, how should I do the soil? When I first planted them, I put them in potting mix that was in a huge pot under my deck, and have no idea what's in it, but knowing my dad it's probably got miracle grow. ANY suggestions are helpful! :)

Also, is it normal for my little one to not be putting out new leaves yet? It hasn't gotten a new leaf for a couple months now and my big one has been putting them out like crazy for the past few weeks!
