something's digging up but not eating

I just planted some plants I got at a plant swap. Some were divisions, some were just from thinning out beds. Evening primrose, rudbeckia, soldago, and others. They were just dug up, nothing was eaten. There were no other areas of digging, just where the plants were, so I don't think it's squirrels. I did spray the plants with deer repellent. I'm wondering if it is deer, and they were frustrated because the plants tasted/smelled bad? None of the established plants in the same bed were touched.

Any thoughts on what I'm dealing with? Or any ideas what I can do? Folklore says if I spread milorganite that will keep the deer away from the beds entirely, but I tried it once and didn't notice a difference. I do have groundhogs but as I said, nothing was eaten and I don't think the groundhogs care about deer repellent one way or another.
