Plumeria (frangipani) leaves sticking together

Hello I'm new. I'm wondering if anyone can help. I transplanted a 7 foot frangipani 8 weeks ago from a dry neglected garden about to be bulldozed into my sunny well loved courtyard. It has had little leaf loss, has new growth and the stems are still hard (phew!) but all the leaves that have grown are light green (almost yellowish) and now the new leaves are not opening up as they grow to full size, but rather sticking together and sort of bubbling.

I hope this makes sense :-)

Being an Australian summer, it's hot and dry. I water lightly each day and have applied a small amount of 'blood and bone' and sheep manure.

Any ideas?
