Castor oil for Mole repellant doesn't work in Pacific Northwest?

I'm searching on the word 'mole' in this forum and have found the following posting multiple times but I seem to have heard before that the castor oil spray is not effective on the type of moles we have in the Pacific Northwest but does work in other parts of the country (e.g., east coast)? Can anyone in the Pacific Northwest confirm or deny what I've heard?

Moles are in your soil searching for food, earthworms, so the only way to eliminate the moles is to kill off all your earthworms. One expensive method of control is to spray over 2,500 square feet 1 pint of castor oil and then water that in well. Mix that 1 pint of castor oil into a 1 quart hose end sprayer, filling that with water, and spray and then water. This will cause the mole to leave in search of better tasting food, for 6 to 8 weeks, when you will need to reapply the solution.
