Sago seedling question

Are sago seedlings normally slow to develop leaves/fronds (whatever they are called)? I have 8 seedlings. They've been growing in a mix of moist sphagnum and coir. The seeds germinated fairly quickly but are really slow to grow. They started out with something that looks like a fern leaf. A couple of them are starting to unfurl and looking more like a sago leaf but this has taken about 2 months, maybe longer. Is that normal? I've been giving them some kelp extract, Thrive Alive B1 and diluted fish emulsion. I still have them on a seed mat. Should I continue with bottom heat and if so for how long? Would they do better potted in a different mix, fertilize now or wait?
