should I move the non blooming cimicifuga racemosa?

This is year 2 for my cimicifuga racemosa - and I still don't have blooms - I have those little pods but no blooms. They are in a bed that gets pm sun and also tends to be dry because of a nearby tree. I try to water it at least every other day since I believe they like to be moist - sometimes every day. Some of the leaves also look very crispy - brown at the edges. They also get watered via soaker hose for 3 hours every 5-7 days.

I'm wondering if I should plan to move in the spring to a bed that does not get hot pm sun - or should I give it another year since this year has been a drought year in my location. Can I try to still get some blooms this year if I really dose it with lots of water daily?
