philadelphus hedging?

I'm looking for a screen hedge for either side of a quiet road that runs through our property. Length of road is approx. 440 feet, is about 30 metres from the ocean and is in full sun for most of the day. Soil is light clay with some gravel content. I was thinking of Philadelphus but am not sure if it is deer proof or drought resistant (lots of deer roaming our island and we have three months or more in the summer when there's little or no rain).

Is Philadelphus is suitable for these conditions and, if so, what are appropriate centres for screen/hedge planting? If Philadelphus is not suitable, how about Escalonia (although I'd prefer something fragrant). Or can anyone make a recommendation?
