Water ban has left brown plants, can I cut back?

Hi,

Every rain storm has passed over us all summer. We finally got some rain today. A good downpour. Not soon enough to save some of my plants. I just did a tour and I have quite a few browned plants. Cimicifuga, ferns, some hosta, and an Oakleaf hydrangea that has an ugly brown edge around many leaves.

I would not like to look at them the rest of the season. I am wondering if I can cut off a lot of the leaves that are browned. It is pretty late to be stripping off all the leaves, right? Can I cut off 1/2 of them?
