Weeds in the beds- till or replace soil?

Beginning gardener question! Now that spring is right around the corner, I�m planning my garden including 4 raised beds that were already in existence when I moved in 2 years ago. Now that I have cleared the entire garden area including the beds of the big weeds and debris, I am left with tiny ground cover-ish weeds that are rampant in the beds.

Question:

Do I till the existing soil, small weeds and all, add new compost/topsoil to the existing soil, and plant in that? Or, because of the weeds, should I try to remove most of that soil and replace it altogether? I�m not interested in using any herbicides or weed cloth- it�ll be an organic garden.
