Gardening in the high desert

Can someone PLEASE help me? I live near Boise, Idaho and each year I think I'll plant a great sun garden in the corner of my front yard where two streets cross. The lady across the street has BEAUTIFUL gardens but she only speaks Basque and I can't understand her. :(

We have alkaline soil that is mostly volcanic ash. I am planning to plant Prickly Pear cactus in another area of the yard where is gets VERY hot. But there are miles and miles of crops growing in this valley and I know it can be done-Just don't know how to do it.

I'd like to plant perennials and have flowers blooming almost continually from spring through fall. I do have some shaded areas in my front lawn. I'd like to have something pretty under my Globe Willow tree too.

Any help please? Thank you in advance.
