grrrrr. raccoons in container plantings!

I've been fighting raccoons digging up my container plants. Pepper was suggested but they just dig things up anyway. Last night they broke two pots and uprooted plants. Does anyone have any ideas about how to deter them? I don't want to harm them and I know all about keeping food away, etc. We just have some summer annuals and herbs in pots on a patio. It's the only way we can garden (in a rental). No, there are no sowbugs or other pests in the soil (all new plantings). No food or water for the raccoons. I'm trying cayenne and pepper flakes tonight but I'm not convinced that will help. I don't have a way to trap them and have no desire to take other more violent measures. There must be a way to deter them... or maybe I'm just endlessly optimistic. Posted on the container forum but no one there had much to help. Please help! and thank you!
