Shrubby evergreen herb?

Is there a shrubby herb that will be evergreen here in MN? I'm thinking about some of the artemesias in particular. For instance, southernwood is shrubby and evergreen in NJ, but I don't know how it does here in MN.

What other herbs or perennials get 2-3 feet tall and keep their shape over the winter? I'm trying to hide a water meter that is against my foundation right next to my front door. Any suggestions? I've planted an ES hydrangea, but I need something else in the meantime while it grows up.

I don't want to plant any of the usual evergreens, because they all get to these huge mature sizes like 8 feet tall and that's way too big. I just removed a tall overgrown, out of place juniper from the area. Thanks.
