what's eating my creeping phlox?

My creeping phlox has been nibbled to the ground. Any idea which critters are doing this? I don't think it's the deer since there are roses right next to it and that was left alone. Chipmunk, squirrel, rabbit, all of the above? Something ate my pygmy barberry last year and I thought those were 'safe'. I don't think I'll be replacing my phlox - trying to get the less nibbled plants into my yard so that I can enjoy them and not lament the creatures helping themselves. (anyone want a rugosa rose Nearly Wild at the exchange in June?)
